Changes to Virginia State Code 15.2-2119 effective July 1, 2012, require the PSA to implement new procedures for new tenant water and sewer accounts. In addition to the current PSA procedures for new tenant accounts, applicants for new service must provide an executed "Property Owner Authorization Form For Tenants" before a new account can be established. Property owners may authorize a property management company or agent to execute the "Property Owner Authorization Form For Tenants" for their properties by providing a notarized statement which specifically identifies the properties and agents.
