Description of Request

A request by Stateson Homes (Agent: Westwood) to rezone 276.66 total acres, owned by Fotheringay, LLC, from Agricultural (A-1) to Planned Unit Development-Residential (PUD-RES), with proffered conditions. The proposed request would rezone a 32.52 acre portion of 53.343 acres of Tax Map 072-A 02 (Parcel ID 023523); a 35.531 acre portion of 37.824 acres of Tax Map 072-1 56 (Parcel ID 013681); 15.3 acres, Tax Map 059-3 58 (Parcel ID 013682); 60.70 acres, Tax Map 059-3 57, 59 (Parcel ID 013683); a 122.03 acre portion of 304.40 acres of Tax Map 072-1 60, 73(1)6 (Parcel ID 013684); and a 10.58 acre portion of 188.10 acres of Tax Map 072-A 4 (Parcel ID 013680). The requested rezoning provides two development options. Option 1 consists of a mixed residential development consisting of up to 400 residential units, at a density of 1.45 units per acre. Option 2 consists of the applicant and owner agreeing to reserve an approx. 13.16 acre site adjacent to Eastern Montgomery High School for an option to purchase by the County for a public use for a period of five years from zoning approval. Should the County exercise the option to purchase the 13.16 acres during the five year period, Option 2 would result in a mixed residential development consisting of up to 349 residential units, at a density of 1.26 units per acre. The proposed development ( Option 1 or Option 2) would consist of a mixture of single-family detached and single-family attached (townhouse) residential units. The property was previously located in an area designated as Village (Elliston-Lafayette) in the 2025 Montgomery County Comprehensive Plan and is currently designated in Montgomery Matters as Village Transition within the Elliston Lafayette Village Plan.
