Management analysis
Management analysis is the analytical aspect of financial and operational management. County staff utilizes various analytical techniques to evaluate budgets, capital projects and general organizational and operational efficiency. Some analytical tools and techniques include cost-benefit analysis, fiscal impact analysis, strategic planning, program evaluation, performance measurement and general management research.
Risk management
Insurance claims and premium payments are channeled through this division, for County departments as well as fire departments and rescue squads in the County. Policies and carriers are reviewed and evaluated on a regular basis to ensure the County’s risks of loss are identified and covered adequately.
Debt management
The debt management function consists of administering the County’s debt program, including issuing debt as needed, ensuring that all master indenture and continuing disclosure requirements are met, processing debt service payments, developing the annual debt service budget, monitoring arbitrage compliance, credit ratings and debt limits for existing and proposed debt.
